Interesting - maybe there are different versions of either that power supply or the 
M19 punch, or both.  

Before I restored the original REC-30 power box in my M19, I tried using that same 
supply (or what looks just like it) from my M28 and it didn't work. It was enough to 
twitch slightly and you could hear a slight tap when current was applied, but it 
didn't come close to even hitting the paper, much less perforating it.  

I don't power it up often because i now use a solid-state 120VDC supply, but the
M19's original REC-30 thyratron based power supply will run several loops as well as
the punch, and provides a light show at the same time:
