If you don't mind living a bit dangerously you could just put a bridge
rectifier across the AC line and use the output to run the punch.  To
make it a little less dangerous use a 3-wire power cord with the frame of
the unit connected to the green wire ground.

Just guessing, but I don't think you need to filter the output of the
rectifier with a capacitor - probably the pulsating DC is OK.

The danger is that there could be an insulation breakdown somewhere that 
connects some of the punch circuit to the frame of the unit, which then
would put voltage where your fingers are going.

Also put a fuse between the line cord and the rectifier so in case the
rectifier gets shorted you won't blow the main fuse or start a fire.
