If it’s running open or spitting out gibberish, the clutch might be partially stuck (the clutch has the giant teeth on it). That’s what happened to mine - it was totally frozen. When looking at the 19 straight-on, the clutch will be on the far-left side of the main, horizontal drive shaft. It took tons of oil, a flathead screwdriver and a rubber mallet to unstick mine. Also, there is a little lever above the main shaft (it does make contact with the shaft)... when looking at the 19 form the back, it’ll be kind of be on the left side. That one was also frozen on mine. Yours could also be partially frozen, causing the whole thing to get all out of whack. Just a couple of thoughts, since your type basket seems to work ok :) .

Also, WD-40 is evil ;o ~

That's one reason I haven't let run to print much because the ribbon just stays in one position. I saw some information in the Adjustments manual that this is one possible thing to do but it seems odd. Maybe there is still some old congealed lubricants I haven't cleared but I can't see anything obvious and I've sprayed and oiled it very liberally. I had removed the type basket/head and operated it by hand and the mechanism did seem to work so there must be something else in play.
