there are a lot of commercially available rust removers. For small
(and non-deep) rusty spots, you can actually use Coke. It contains
phosphoric acid, which converts iron oxides to iron phosphates, which
are water-solveable. That's what other rust removers do as well.

  However, rust means that iron oxides are built up well below the
metal's surface, so while removing the oxide, it leaves back a rough,
spongy area. There's no way to can convert back iron oxide to a smooth
surface, except polishing it after de-rusting it.

  For larger areas, it seems there are LASER-based systems available,
though I've never used those.
