[GreenKeys] M15 Carriage Return and Bell Troubleshooting

This is my first real foray into working on teletypes. I've had a model 15
and 19 in my basement since I joined Greenkeys last year, and I'm finally
getting around to getting them up and running.

I've been working on the 15 for starters, and thankfully it's in really
good shape mostly just needing a bit of lubrication after sitting in
someone's basement since when he became SK in the 70s.

I only have a couple things that are stumping me now, so I hoped I might
put the problems out here to see if any of you wizards can help me find and
correct them, or at least point me in the right direction. I've been poring
over manuals and diagrams but still don't really have an idea of what the
issue could be.

I have the machine hooked up to a loop and have tested all LTRS and FIGS,
and all work flawlessly except for BELL and CR. When I strike the key for
either of these, the main shaft rotates, and I can see the vanes and bell
cranks move to the appropriate mark positions, but the bell does not strike
nor does the carriage return. I can manually force a carriage return by
pushing in the lock bar, but not otherwise.

Any ideas will be most welcome, and if I'm missing something completely
obvious to someone with a drop of teletype experience, you don't have to be
gentle. I've taken many a beating in my day and can handle another.
