Depends on the server itself; I can verify that the Apple Mac, for 
instance, responds to either case whilst preserving it:

ozzie:~ dave$ ls -l /usr/share/doc/cups/index.html
-r--r--r--  1 root  wheel  2362 Jul 31  2016 /usr/share/doc/cups/index.html
ozzie:~ dave$ ls -l /usr/share/doc/cups/index.HTML
-r--r--r--  1 root  wheel  2362 Jul 31  2016 /usr/share/doc/cups/index.HTML

They are the same file (the lower-case one)...
