You can ask if you want but if there was no PSK there when they started it's
theirs until they finish. Try asking a Winlink station to move or to QRX 
when
they blast an already occupied frequency. Band plans are only suggestions
and not cast in stone, spin the big knob is the answer you'll get from 
FCC or ARRL.
