[GreenKeys] on-off radio teletype (not FSK)

When I got on Teletype around 1966, "Make & Break" Teletype was not allowed. That is,
turning the AFSK tone on and off instead of going from one tone to the other. I suppose
that using the CW Mode, and turning the carrier on and off at the 45 baud rate would do
the same thing.

I am not certain about today's regulations. Maybe someone on G/K can spell it out a lot
'cleaner' than I did.

HAMS on FSK and shortly after, on AFSK w/SSB started in the 1950s. Again, don't know
what the requirements were back then. (Maybe late 1940s, perhaps.) Wayne Green used
to talk about his early days on RTTY in early 73 Magazines.

How common was on-off radio teletype (not FSK) back in the day?
Did hams ever use it or was it strictly a military or commercial thing?

This question poked up in my mind as I was scanning the manual for a 1952 RTTY converter designed for 60-600 wpm on-off keying.

One block diagram shows it being used to receive on-off tone signals via VHF that were generated originally from an AN/FGC-5 which is a gadget that time-multiplexes four TTY lines together.
