[GreenKeys] Function Lever Replacement - How to Remove the Shaft?

Hello all,
Still hacking away at my machines (progress is good) and was hoping for
some advice on a bit that I can't get past.
I'm currently in the process of trying to replace a function lever on a
Model 19.
The old function lever just has a notch cut out of it so it can hinge on
the shaft but be easily removed without sliding out the shaft. However, the
new function lever has a hole through it for the shaft to go through,
meaning I have to pull the shaft out of the way, put the function lever in
place, and then shove the shaft through it back into place. I don't even
need (or want) to remove the shaft completely-- I just need to slide it out
about an inch.
I am finding it very difficult to budge the shaft out at all. I've
unscrewed both screws on either side of the shaft, but I still cannot get
it to budge. It is a small space and is thus difficult to get a tool in
there in the first place, but no tool I've tried is working. It seems I
just need more brute force, or perhaps there is a hidden screw somewhere
still holding the shaft fast.
Is there some kind of trick to doing this properly? I haven't found
anything regarding this in the manuals yet.
