[GreenKeys] another RTTY newbie Question

It means that KD5ILA was calling a station 

Unless you missed the first part of his transmission.  

If he were calling CQ, you should see CQ WD5ILA WD5ILA WD5ILA 

I prefer to call CQ by beginning and ending my transmission with CQ like this:

CQ CQ WA3FRP WA3FRP CQ

so that a station tuning in late and misses my initial CQ will catch it at the end of my transmission.

Sending PSE K is not necessary as this is RTTY and not CW.  RTTY uses constant carrier. It is obvious when the transmission ends.
