I have a UPI style book from 1967 and it says this about bells:

USE OF BELLS -- A flash takes 10 bells, which follow it.  A bulletin 
uses five bells, and urgent our.  When designated by desk, copy may be 
given four bells and urgent priority without the use of the urgent slug.
