I wonder if it might be a home-made sort-of forerunner of the TGC-1. The relay rack with louvers looks like an off-the-shelf Bud item. The bottom panel in the cabinet seems to flip downward on a piano hinge, and be snapped to the panel above. Near the top of the rack is something with handles that also appears to be piano-hinged to the panel below it.
