Usually there is a switch somewhere, although I supposed it is
possible that it uses some signalling from the RS-232 port to
determine when it is talking to a valid connection.  For instance, for
a panasonic KX-D4930V the switches are shown here:

Some other manuals from the period indicate that there may be a
configuration stored within the terminal that configures the interface
for either modem or the external port.  Check bitsavers for
documentation on the 763 and 765 terminals and see how they compare to
yours.
