[GreenKeys] 28 reperf tape routing question

Operate the reperf and see which way works better!

Having the tape go under the post makes the most sense, but it would 
probably depend on how far down the tape puller arm goes.

Kleinschmidts (eg TT-76) have the tape-puller arm on the other side of 
the post (tape reel side) and a second arm holds the tape to the post 
while the first arm pushes the tape down.
