[GreenKeys] OT-FWIW - WW2 scrambler piece?

Or maybe something else. Does anyone recognize this Western Electric
gadget? Looks like two 6-switch sequencers run by a motor. The panel has a
Navy CW-24xxx number which classifies it as a switch of some sort.
