Those rules were pretty much impossible to enforce, except for the outside antenna part. The rules are a prime example of people who don’t understand what they’re doing writing rules. No doubt someone didn’t like CBers and intended to make sure no one operated CB around the condo complex without understanding that broadcast radio and other devices also need antennas. They were originally written before cell phones and other modern electronic devices and were never updated to keep up with technology. The only concession to modern technology was allowing satellite antennas on the buildings. I believe that was forced on them by the FCC.
