Because there's 4 billion IP addresses, and 7 billion people and
counting, and everyone is taking their sweet time migrating to IPv6.
Also managing static addresses adds administrative overhead, and isn't
necessary for your average user, so they charge for it.
Here's a secret: my ISP charges for static IP addresses, but here's what
they do when you sign up for it: nothing. All of their addresses are
basically static already (really long DHCP lease times). My non-static
address hasn't changed in 4 years. Maybe your ISP is the same and is
just collecting money from you because they can? ;)
