If it starts when you spin it by hand, the starting switch has probably
failed or gotten dirty. You will need to remove the motor and dismantle
it to examine the starting components. The flyweights and linkage or the
ring that pushes on the starting switch may be stuck, the contacts
really cruddy-usually from over oiling- or, in the worst case, the
starting winding may be bad, but that is fairly unlikely. The motor is
a split-phase start, and when it comes up to speed, the hard steel shell
of the rotor gets magnetized and the motor changes to synchronous
operation. It does the job well, but is fairly inefficient and runs
warmer than other motors. Don't run it without the fan for more than a
few minutes, it will get hot and the fan serves as a flywheel as well.
Running the machine without the fan will cause a lot of needless wear on
the gears.
