[GreenKeys] is my Model 15 motor shot?

Three and a half ohms resistance through the motor doesn't sound 
unreasonable. The governed motor is series wound, and has a low 
resistance, the synchronous motor has both the start and run windings in 
paralell when the motor is stopped. Which motor do you have? Is it 
refusing to start?
