[GreenKeys] What's this Western Union keyboard device?

John,
That is a weird one!!  Never saw anything like it. Is it supposed to be 
in a WU office??

My first thought was it was some sort of 5-bit machine, due to the three 
rows of key; maybe a tape perforator (but no tape??).

But looking more closely, there are only 9 keys on each row!! (normal 
TTY has 10 on top & middle, 11 on bottom) and there doesn't seem to be a 
space bar.

Maybe it is some sort of data tabulator?????? and not communications??????
