If I felt the need to remediate asbestos crud in a piece of equipment like
this, here's how I'd proceed. This is just my own process, and I've done it
before..

Take the machine outside, and blast it out with compressed air, while
wearing a particle mask. Orient your operation such that the dust goes
down-wind. Use a brush to continuously knock loose any dust & fragments
that you can find.

Next, switch to a wet-dry vacuum cleaner with a HEPA filter and some water
in the bucket to drown the dust. Again, with a brush, suck up everything
you can.

Finally, wipe it down with water or alcohol, let it dry and shoot the
remaining wires in a plain rattle-can clear-coat - acrylic enamel or
whatever. This will help to seal the surface and prevent any more egress of
dust and fiber.
