Good suggestions so far. Here's more generic advice..

A hair dryer, carefully applied, can soften & ease plastic parts. Aim the
dryer at the hub area, but watch the heat!

An ideal way might be a properly sized wedge (wood, alum) with a very low
angle..  also, a pair of wood shims, notched for the shaft, and driven in
from opposite sides, can provide a firm but non-damaging "push" to help it
off the shaft. If the shims are too thin, back them with a solid block,
also notched for the shaft, to take up the extra space.

BTW, aren't most of these fans plastic? I'd keep the aerosol chemicals /
penetrants away from those..

Ditto on the Kroil, though. That stuff is pretty decent.
