I was never in the trade (I'm a software bod), but I've certainly been 
there when repairing some stuff.

Find possible faulty chip, and swap it out.  Still no workee, so put old 
one back.  Keep poking around, etc.  Eventually, it dawned upon me that 
perhaps the new part was faulty, so try another one.  Yep...  Needless to 
say, the old new part got binned, after confirming that it was indeed 
bad...
