I had a 33 ASR that had this feature. When I wanted to punch a binary tape, I looked for the DC4 code (Control-T) and immediately sent out a DC2 code (Control-R). The DC2 code doesn't get punched, but it turns on the punch. The DC4 code (that turns off the punch) DOES get punched. It is a pretty simple program to do.
The actual DC2/DC4 mechanism connects to the punch mechanism and has a couple of metal tabs that when installed turn the feature off. I don't know the exact details they may be available in some manual available online. This is from memory of over 40 years ago. I had an ASR33 that had this feature and the reader control feature (DC1(xon) DC3 (xoff)).
