No. Western Union's model was to use fax between the customer's office
and their telegraph office, never direct between customers. I believe
it requires a DC loop to operate. Some of those machines were used, with
modifications, in amateur radio quite a few years ago. If you have
access to QST you can get the articles (right now there is something
messed up on the web site, so I can't even find the references to the
articles)
Also for recording it requires Teledeltos paper, and I don't think that
is available anymore.
And in my opinion the asking price is awfully high - I got one of those
for a lot less a few months ago. (to use it in a museum)
You can learn some stuff about the machine and W.U. fax in general
from the Western Union Technical Review archive (google for it)
