The purpose of the list is spelled out on its home page:
http://mailman.qth.net/mailman/listinfo/greenkeys
This is listed at the bottom of each post.
I will leave a fuller answer to Gil but my observation after being a
member for quite a while is that it is not strictly moderated. The
people here have a very wide experience in industry and the military.
I am a member of a couple of lists that are quite strictly
moderated, at least as far as requiring civil behavior and have left
one list that was over-moderated. I am a co-administrator of two lists
but seldom have to do more than post a warning and that not often.
I don't know what the problem is/was with Ed but suspect there is a
back story.
