You are asking for a very long story))

In short you have to develop two parts of a system. Probably raspberry pi will be enough for both. First is Twitter support. There are some clients for raspi with samples. Application should be registered with Twitter... Tokens.. Oauth... 

Second part is a program to control the teletype. It's like samples for turning on/off leds. It can use one digital-out and one digital-in pin pairs to control and check two relays. One for catching tty keys pressed and another relay for printing characters.

Now combine Twitter and tty parts in one program and that's it))

Our way is more complicated with intermediate cloud server.
