That feature has been the subject of some controversy over the years.

In the early days of amateur RTTY people were advised to disable it, since
not all teleprinters had that feature.  Others, myself included, felt it
was better to enable it, but to develop typing habits as if you didn't 
know whether the guy at the other end had it or not.  That is, always
type a FIGS after a space if you intend to be sending in FIGS case, and
always type a LTRS after you have sent from FIGS case and want to
continue in LTRS case.

The argument for turning it on is that in radio work we get a lot of
errors, and generally LTRS case is more likely to be correct than FIGS.
So if your machine accidentally gets left in FIGS case the next space
will bring it back to normal LTRS.  Of course if you memorize the LTRS-
FIGS correspondences you can deal with it any way.  If you keep seeing
TOO TOO TOO you know the sender is telling you 599 599 599.

The only time I have not wanted USOS on the radio is when copying weather
data, as a lot of it is all numeric and is transmitted as if everything
is in FIGS case and USOS is not enabled.  I don't know what is standard
in Telex, but the courteous thing is always to type as suggested above,
as if you don't know whether the recipient has USOS.
