There is no static IP number necessary but a "public" unshared one.
Meanwhile due to lack of IP v4 addresses
some internet companies use shared mapped addresses. But essential for
i-Telex is a  IP number
solely dedicated to you. It can be static or can change from time to time.
The i-Telex system has a built in
dynDNS feature that handles it. Here in Germany it is common to assign the
IP number only for a 24 hours
period.
Of course a static one would be perfect but not necessary.
