Yes that cap being shorted could allow sufficient current to flow to cause the motor to hum. The cap and resistor are for spark suppression when the switch is opened with current flowing and is probably not necessary so the pair can be removed... they do not exist in any of my four 15s...

well, that is the strange part. according to the schematic in
2217wd.pdf, there is a 5ohm resistor and a 1uf capacitor in series,
across the switch contacts via one of the 300ohm resistors. I have no
idea of their function, but my suspect is that the 1 uf is shorted. i
will take it out of the wiring and see what happens...
