Actually, the TW-39 card does the polarity reversal.
The call control units respond to the polarity reversal by turning
the machine on. This is the basis of the Telex and TWX "auto start."

What a "simple" machine (no dial control unit) needs is an auto
start function to start up the machine when it senses an incoming
call.
The i-Telex can be set up to do the "dialing" via keyboard controls.
