Javier's HeavyMetal does basically all that and supports "chat" with
other instances of itself on the internet. Adding my XMPP adapter to
it might make it a little more convenient to do group chats or whatever.
And it already runs fine on a raspberry pi or beaglebone. 

I think getting all the software pieces installed and running is the
majority of the work - all the building blocks are already there.
