[GreenKeys] M15 Signal bell

I think something is up with the signal bell on my new (to me) M15. The
thing makes such an obnoxious and amusical clatter, I can't believe it's
correct. For that matter, no two strikes in a series are the same.. it
sounds plain broken to me.

It's noted that the bottom edge of the bell hovers maybe 0.040" over the
frame member beneath, and clearly can and does interact with it. The bell
rests very loosely on its mount, with play along all axes and particularly
so along the vertical - I can slide it up & down by 0.125" or better.

While the parts manual doesn't indicate such, it seems like something is
missing - like a felt / rubber bumper or a suspension spring. But the
manual shows only 43954 (Bell), 6810 (Screw) and 2669 Washer, lock. I
detect no other related parts in the diagram.

Are they all like this? =)
