The regulations are in the USPS Domestic Mail Manual, which is online
(and I suspect every post office has a printed versions).  The relevant
section is 4.1.i:

4.0 Content Standards for Media Mail
4.1 Qualified Items
    Only these items may be mailed at the Media Mail prices:
    ...
    i. Computer-readable media containing prerecorded information ...

You can't include any correspondence in with it, though (our local
postal clerk queried me on this a while back - and we opted to send
a package that would otherwise have qualified but did have a cover letter
as an ordinary package).

Note also that since there has been abuse of the media mail rates
the postal clerk must (unless they're being nice and breaking the rules)
inspect the contents before the package is sealed for mailing.
