Yes I found the article on electronic speed control for RTTY machines.
Its the August 1974 issue starting at page 50 .

Great find, Nick.
There was an article in Ham Radio magazine in the 70’s that described
a speed control for a governed motor TTY. I believe it was a Kleinschmidt
TT-98. It required the construction of an optical encoder “wheel”.
Another simple way to control speed is a variation of the UT-2 UART-based
speed converter. This simple version doesn’t need any FIFO buffering if
the speed is always being “up-converted”. The TTY is a set for 100 WPM
and the converter up-converts 60-66-75 wpm thru the UART.
If speed conversion is needed both ways, then buffering is needed.
The Flesher TS-128 provided that type of conversion as does the
“fully-loaded” Dovetrons. Some of the Tempest Dovetrons can
up-convert.
Some Model 28 RO military TTY’s came with the LMU-10 governed
motor that could be mechanically adjusted for different speeds. This
version had a tachometer on the motor hooked to a calibrated meter so
the speed could be “dialed in”.

I just came across and scanned a Dovetron TSC-1000 Speed Controller manual (just a few pages and schematics actually).

Perhaps of interest to folks in the recent discussion about running 45.5 baud machines at 50 baud. It is an AC>DC>AC gadget for changing the frequency and voltage feeding your synchronous TTY motor.
FWIW the original manual is now available FTGH.
