That's one method.
I wouldn't mind seeing a copy of the article if someone knows where to
find it.
The one I'm using will be a Hall effect sensor and a magnet.
The circuit I'll be playing with is this:

Either the TTL version with the monostable, or the CMOS version with
just an RC network.
Control will be done with a solid state relay across the original dropping
resistors.
Heinz was kind enough to send me a spare governed motor to play with.
