Yes, 5 minutes would seem like forever if you stood there watching
it idle, but in the overall scheme of things, 5 minutes is better than
having it run all night long or having it yo-yo up and down between
traffic.

What I think would be a very simple modification would be to look
at the motor control relay. And use that to control a second time
delay relay. Instant on when the motor turns on to bring up the loop.
And then a delay of 30 seconds or so to hold the loop up when the
motor is turned off.
