Yea this  is a DEC  photo..
 
54 pdp 4s  were sold  thhen it was re implemented in flip chip  logic as a 
pdp-7
in those  days   that was a success...  it was  not  till  the pdp-8 in 65  
it  becomes a mass marketed  (sort of)
 
but  thinking what a bcd keyboard would  be..??
ok  a BCD keyboard  was  upper case  only wasn't   it also   a 3 rower
( I dunno  I have  never  seen
