Jim, I know you are looking for FREE, but Writelog contest program $30.00 has a dumb terminal feature along with just about any other terminal or soundcard.
I used it with a ST-6, Dovetron MPC-3000 and others.
I am currently using it with MMTTY/.

Anyone out there know of a terminal program that will do 45 baud Baudot via an RS-232 port? Only one I've come across so far is HAL Communications' DSRTTY-Win but they want $100 for it and I just blew my entire 2014 (and maybe part of 2015) "toy" budget picking up a brand new, still sealed in the original factory box, HAL ST-8000A T/U. I can probably make HyperTerm work because I believe the 8000A has code & speed conversion between Baudot and ASCII like the original ST-8000 does, but just in case (don't have the book yet) I'm looking for a dumb terminal program that will do Baudot RX & TX via the RS-232 ports and that will run on Windows 7.
I know there are Linux versions out there, but for now, I'd rather not go back to Linux as it's evolved far beyond what I learned of it 5 years ago - so if anyone knows of a free terminal program that will do what I need, I'd appreciate the info on where to get it.
