That picture is pretty definitely a W.U. installation.  Almost out of 
sight in the lower left is a receiving table - you can see the printed
narrow tape and the holder for a tape moistener.  The tape reader probably
connects to a multiplex sending distributor.  To the operator's right is
seen a Bates numbering machine - those were used through the 1950s at
least to give each message a serial number so it could be checked at
the receiver.  The operator's chair also looks like a W.U. model.
