Duncan,

Unless you are older than I think you are, you may have never actually seen 
an AN/URA-8, which consisted of two CV-60's and a CM-14.  AN/URA-8(*) is 
sorta like the R-274(*)'s, over which fights have been known to break out 
between someone who had one of the models that was an SX-73 and someone else who 
had one that was an SP-600 derivative.  About the only thing common between 
AN/URA-8 and AN/URA-8A/B is that they were the same size, same color, and 
used the same external connectors.  I always liked the CV-60 better than the 
CV-89.

None of which answers your question, of course.  The only reason I can 
think of is that the CV-89 was FM and not limited to 850 cps shift.  Which 
someone in the Navy decided was important.
