I guess that is one of the systems that Teletype contracted with some
customer - in this case a city or its fire department - to do.
Teletype was allowed to develop systems in areas where the Bell System
didn't imagine there would be any interest in a tariffed service.
Weather data systems for the C.A.A. and F.A.A. are other examples.
The black cabinet and chrome strips seems like Art Deco right out of
the 1930s.  Looks like for some reason the cabinet was not quite tall
enough and has a locally-fabricated base to raise it a couple of inches.
Or maybe there was a problem with wet mopping the floor and water getting
into the cabinet, or rusting the bottom of it.
