[GreenKeys] Back on the mysterious TTY on 4.004 (4003.5)

The 4.004 TTY Signal was a bit late today. Instead of coming online at  
2200Z
he showed up at about 2215Z. That suggests perhaps "manual" control  at
the sending end (or maybe someone screwed up and was not watching
the clock....QRV time).
 
Has anyone tried to see if this is SITOR-B NBDP (NAVTEX)? Can't copy from  
this end,
but maybe someone else can. We are looking for Baudot teletype, but  maybe 
we
are looking for the wrong coding. Just a thought. NAVTEX is usually long  
winded
such as is the case with 4.004 since the USCG station out of Pt Reyes  also
sends long, long weather traffic along with their usual Navigational  Hazard
traffic. After all traffic has been sent, they usually repeat it sort of on 
 a loop....
 
The signal also "sounds" faster than 45 baud (60 wpm) which lends  more
thought to maybe SITOR.....

I swung the beam around while tuning up and down  from the 14.373 mc freq.  
Heard nothing this morning as of 1600Z.   There was a what seemed to be 
something like a polled data signal down about 5  kc but nothing in the area of 
14373 like i heard on the other  frequencies.  I'll check periodically 
throughout the day to see when it  comes on.

Hi folks:
 
Well, our mystery teletype signal on 4.004 suffered a hiccup this  evening. 
First time
I have seen this.
 
As usual, he came online at 2200Z (UTC or 5 PM Eastern). 
 
This time, NO traffic signals, just carrier. It is almost one hour  (2256Z) 
since 
"up" time, and still no traffic. Wondering if this is a malfunction,  or no 
traffic
in the queue, or waiting for operator intervention. Carrier strong  
(QRK-5/ZBZ-5).
 
Anyone else getting the carrier? Note that this signal appears to be  heard
all over the US in recent days. Anybody check the same signal on  5339? 
Can't get that one from here.
