I am not an expert, nor do I play one on TV, but according to the UPI 
stylebook PDF scan I have from 1967 it says this about bells on teleprinter 
circuits:

"USE OF BELLS -- A flash takes 10 bells, which follow it.  A bulletin uses 
five bells, an urgent four.  When designated by desk, copy may be given 
four bells and urgent priority without the use of the urgent slug."
