There is a big differance in FM and ssb transmitters.  Cutting the voltage 
back to about 12.5 volts and even 12 volts is probably ok on most FM 
transceivers designed for mobile operation.  Afterall , the car battery is 
only 12.6 volts when at full charge and can be less after  short usage.
