Most likely a prototype for a military unit, perhaps never went into
production, or at least was never standardized for military use.  And
there's not likely to be a manual, especially if it was Air Force.

I've been looking for a manual for the early UGC-129.  There's a fragment
on the web, but nobody seems to have the complete manual.  And I've been 
told that the Air Force discards all the manuals when the equipment goes
out of use.  And this is much more recent than the Model 31 setup.
