I believe that is a "Single Card Video Terminal" built by Xitex.

It might look like an S-100 bus card, has an MK3870 microprocessor on it?

I have a manual for the first version, circa 1978, which I got from
the estate of SK OM W0AUS.  He purchased the kit version of the first
revision SCT-100 in March 1978, for $157.

Does both ASCII and BAUDOT, takes a parallel keyboard in as well as
serial data and produces RS-170 composite video or video with separate
horz and vert sync as a strapping option.
