Hi Eric,
I have some NOS tape gates, but I do not have part numbers.
I could send you one to see if it would help.
The first thing I would do is to carefully examine the springs and
make sure none of the coils are rusted together. Give the little
buggers some oil. Check for anything that might be causing the
pins to bind.
Make sure I have your correct mailing address.

I'm messing around with this 14TD that came as part of the model 19 set.
I'm finding that it is always 100% error-free with fully punched tape,
but
somewhat error prone with chadless tapes from my reperf. The tapes from
the reperf are error-free. (i checked :)
It seems like it's maybe not pushing hard enough to lift the lids on the
holes all the time. The first time a new tape goes through it is the
worst,
and after 3 or 4 times through it's mostly error-free. The tape
clearance
and the tape cover latch are in spec according to the manual.
Is there something I am missing, or are the springs just worn out, or
does
one just need to run a tape through it a couple of times before it
reads ok?
(BTW according to the manual, there are 3 kinds of tape cover, and
mine is
the first of the two types claimed to be ok for both chadded and
chadless
tape)
any suggestions?
