I have found in ex-Western Union machines a green varnish-like substance
formed on the separator plates of the selector.  I guess W.U. at some
point used an inappropriate lubricant that reacted with the nickel
plating to produce the varnish.  These I had to completely unstack the
selector separator plates and clean them and reassemble.

If the machine has a keyboard you can turn the motor by hand and see if
it makes errors at low speed or only when at full speed.
