Richard,

Don't know if you can copy WLO in Mobile, AL but they alternate between RTTY
and SITOR.  They are at 8.473MHz center frequency.  I copy them fine from
here in the Atlanta suburbs.

     I want to thank all those who responded to my question. 
I still don't know what this is but its obviously of some interest.  I
wonder if its possible its SITOR; I am not sure what SITOR sounds like.
This has the typical jingle-bells sound of RTTY but its 850 hz shift and I
think SITOR is not.
